New Jersey VFW Recognizes Baroni for Supporting Garden State’s 500,000 Veterans
Senator Bill Baroni (R-Mercer, Middlesex) was selected as the recipient of the “Outstanding State Legislator of the Year Award” by the Veterans of Foreign Wars of the United States, Department of New Jersey. This award is presented yearly to the state legislator who shows outstanding support of veterans’ legislation and for demonstrating deep concern for veterans and their families.
“I am deeply humbled and honored to be recognized by the Veterans of Foreign Wars,” said Baroni. “As a legislator, I have made it a priority to ensure that the sacrifices of those who served our nation are not forgotten, and to make certain that the special needs of New Jersey’s veterans are championed in Trenton.”

Calls for Bi-Partisan Panel in Light of Supreme Court Citizens United v. FEC ruling
Senator Bill Baroni (R – Mercer, Middlesex) called for a bi-partisan commission to review New Jersey’s campaign finance laws after a landmark Supreme Court ruling in Citizens United v. Federal Election Commission.
Baroni, who has been an adjunct professor at Seton Hall University Law School and taught campaign finance classes for the past decade, addressed a letter calling for this bi-partisan panel to Senate President Steve Sweeney and Assembly Speaker Sheila Oliver.

Bill Increases Notifications to Students Regarding Tuition and Scholarship Program
Legislation sponsored by Senator Bill Baroni (R-14) that would require the provision of additional information to high school students regarding their potential eligibility to participate in the New Jersey Student Tuition Assistance Reward Scholarship (NJ STARS) Program was approved by the Senate and Assembly and currently awaits the Governor’s signature.
The NJ STARS I program provides full scholarships to high school students who graduate in the top 15% of their class, paying the full cost of tuition and fees for up to 18 credit hours at a student’s local county college. The NJ STARS II program provides scholarships to those who participated in the NJ STARS I program and who have received an associate’s degree at a county college and continue their education at a state college or university. Students who graduate from county colleges with a minimum 3.25 cumulative grade point average and who maintain that average at a state college qualify for scholarships of $3,000 to $3,500 per semester.

Legislation sponsored by Senator Bill Baroni (R-14) which establishes a system to help locate missing persons who suffer from dementia or other cognitive impairments has been signed into law by Acting Governor Richard Codey. The measure, S-1551/A-2844, creates an emergency Silver Alert System for providing public notification of those missing persons, in a manner that is similar to the Amber Alerts that are used nationwide to locate missing children.
“The Silver Alert System is designed to help us to quickly and safely locate people who go missing who may not be able to care for themselves,” said Baroni. “People suffering from dementia and other cognitive disabilities may not be aware that they have become lost or entered into potentially dangerous situations. By sending out Silver Alerts, similar to the Amber Alerts that most people are already familiar with, the public can help us to quickly locate these individuals and keep them out of harm’s way.”

Senators Bill Baroni and Jennifer Beck, members of the Senate Judiciary Committee, and Senator Kevin O’Toole, a member of the Senate Budget and Appropriations Committee, commented today on a report issued by the State Commission of Investigation (SCI) detailing waste and abuse at the local government level.
“The examples of waste and abuse of taxpayers dollars detailed in this report are appalling,” Beck stated. “The examples of abuse are widespread and cross partisan lines. Sadly it seems that some local officials are not interested in being good stewards of taxpayer dollars.”

No More Double-Dipping Pensions
Senator Bill Baroni (R-14) has drafted pension reform legislation that is designed to prevent excessive government payouts from state pension funds to those who continue in post-retirement public service employment. The legislation would help shore up distressed state pension funds by preventing individuals who work in full-time positions from collecting both a paycheck for public employment and a pension check simultaneously.
“This legislation will protect the state pension funds that hundreds of thousands of current and future public service retirees depend upon,” said Baroni. “It has become increasingly difficult to maintain solvent pension funds when people who come out of retirement to work in full-time positions are allowed to continue receiving checks and draining funds from the pension system. If we fail to address this issue now, we would be complicit in putting the pensions of all retirees at risk, including those who depend on a state pension as their main source of retirement income. If you’re an employee, you should get paid. If you’re retired you should get your pension. But not both.”

Senator Baroni’s District Office Will Open Early to Assist Residents with Applications
Senator Bill Baroni (R-14) wants to remind all residents that the filing deadline for both the Property Tax Reimbursement Program, also known as the Senior Tax Freeze, and the Homestead Rebate is this coming Monday, November 2nd. The Senator’s district office will open early at 8 AM on Monday to ensure help is available to those who need assistance completing their applications before the deadline.
“The people of New Jersey pay the highest property taxes in the nation,” said Baroni. “Now, more than ever, it’s imperative that homeowners not miss out on any opportunity for property tax relief. My office will be open early to ensure that all residents have the opportunity to file by the Monday deadline.”

Legislation Makes It Easier for Citizens to Perform Public Service
Legislation sponsored by Senator Bill Baroni (R-14) that would make it easier for concerned citizens to participate in their municipal government has been signed into law. The measure, S-1426/A-2784, is meant to help residents find out what positions are available on local authorities, boards and commissions, and to make it easy to apply for appointments to positions that are vacant.
“With numerous municipal authorities, boards and commissions to follow, it can be difficult for citizens to keep track of how their local government operates,” said Baroni. “With rising property taxes, we need more citizen involvement and this groundbreaking legislation – written in a bi-partisan fashion – will ensure that people have the ability to apply and participate when there are vacancies in their local government.”

Bill Would Allow Towns to Limit Where Predators Live
Legislation sponsored by Senator Bill Baroni (R-14) that would give municipalities an important tool to protect communities from convicted sex offenders has received the support of a key law enforcement group. Senator Baroni’s legislation, S-2138, has been reviewed and endorsed by the New Jersey Prosecutors Association.
“We know that convicted sex offenders have a high rate of reoffending when released back into our neighborhoods,” said Baroni. “Knowing sex offenders’ propensity for recidivism, we must provide municipalities with the ability to enact common-sense residency restrictions to prevent the circumstances that may lead to new assaults. The buffer zones around places where children congregate can prevent convicted rapists and pedophiles from having the repeated contact and exposure that often leads to new offenses.”
